Why Instagram flags ordinary proxies
Instagram scores every login and action against the reputation of the IP it comes from. Datacenter ranges are flagged almost instantly, and cheap residential pools are often shared by thousands of other users running their own automation, so their IPs arrive already burned.
Mobile carrier IPs are different. Because of CG-NAT, a single mobile IP is shared by many genuine phone users at once, so Instagram can't block it without locking out real customers. That's why mobile proxies are the standard choice for account managers and agencies.

How many accounts per proxy?
